bzflag.menu is present in the source package but is not included into any of
the binary packages. I see that you put the desktop file into bzflag.data,
therefore a solution to this bug is to rename bzflag.menu to bzflag-data.menu.

A side note:
You could also cleanup your debian/rules a bit, there are many redundant calls
of dh_* scripts.
