I got really confused by this message as well, and ended up putting the .bin file packaged with the official tarball in the /usr/share/hibernate directory. That made the message go away, but didn't make resume work.
The key thing for me was that `hibernate-disk` doesn't work for TuxOnIce, you have to just use `hibernate` as the disk.conf appears to bypass suspend2/TOI.
