When nbd is used for root filesystem nbd-client is started from initrd so it is necessary to disable normal starting of nbd-client to avoid duplication; otherwise bootup hangs. This was done previously by setting ENABLE=0 in /etc/default/nbd-client. This flag seems to have been removed from current release.
