No, ia32-apt-get had been in unstable for some time as a replacement for ia32-libs, but it has been removed because many people (including, most relevant, the FTP masters) considered it to be too buggy. You can read the discussion in the threads starting at http://lists.debian.org/debian-devel/2009/06/msg00902.html and http://lists.debian.org/debian-devel/2009/06/msg00955.html. Since ia32-apt-get does not exist anymore and thus cannot be fixed to stop shipping this diverted /usr/bin/aptitude, the only option is to declare a conflict with it in the aptitude package, AFAICS.
