No, ia32-apt-get had been in unstable for some time as a replacement for
ia32-libs, but it has been removed because many people (including, most
relevant, the FTP masters) considered it to be too buggy.  You can read

http://lists.debian.org/debian-devel/2009/06/msg00955.html.

Since ia32-apt-get does not exist anymore and thus cannot be fixed to
stop shipping this diverted /usr/bin/aptitude, the only option is to
declare a conflict with it in the aptitude package, AFAICS.
