Package: dh-make-drupal Version: 0.6-1 Severity: grave Justification: renders package unusable
On a fresh system with drupal installed, I wanted to add the cck module. Saw this package, installed it and tried 'dh-make-drupal cck', which errored out since dpkg-buildpackage was not found. Installing dpkg-dev fixed that issue. Ran the command again and in the logstatements it indicated that it was missing debhelper. Installed that package too (and build-essential and linux-headers-$(uname -r), but I don't think that's relevant) and ran the command a third time, at which it succeeded. So it looks like adding dpkg-dev and debhelper as a depends on this package solves the issue.
