By request in #594907 please add the kspsig program to signing-party.

The upstream tarball for released version 0.1 can be
extracted as follows:

$ git clone --no-checkout git://github.com/tmarble/kspsig.git
$ cd kspsig/
$ git checkout -b version-0.1 v0.1
$ tar zcf ../kspsig_0.1.tar.gz --exclude='.git.*'  ./*
