The upstream fix for this bug has just been released in Freeciv 2.2.4. (The conditions where this bug bites are: 1. Socket option IPV6_V6ONLY defaults to on (as in Linux with net.ipv6.bindv6only=1); 2. "localhost" resolves to 127.0.0.1 but not ::1.
