Some comments: - the file declares itself (in the PO header) that is UTF-8, I don't know why debconf tries to "figure out" the encoding if it is clearly defined in the headers. The X-POFile-SpellExtra headers should be omitted by debconf. - the X-POFile-SpellExtra headers are not useless, there are actually quite useful to do a spellcheck of the file using gettext-lint tools easily and catch mistakes in the translation. They list the words that have been considered "good" and are part of the dictionary used for spell-checking the file. - the X-POFile-SpellExtra headers where in ISO-8859-1 because I (in the past) used ispell for spell checking (which does not support UTF-8) as aspell did not work with POFileSpell, the latest version of gettex-lint (uploaded recently to the archive) works with aspell perfectly fine so I will switch. In any case, the fix for this bug is recoding just the X-POFile-SpellExtra headers to UTF-8. Christian, I cannot review right now the file you sent but I guess that's what you did.
