Removing the x bit is a documented way to get the initscript not to execute (frowned upon unless you use dpkg-statoverride, though, since it can break on upgrades). I suppose we could add some testing and warn users if we detect missing x bits, but unless etch or lenny installs are affected, it may be more trouble than it is worth.
