Does /proc (/proc/1/root) exist inside the vserver? Is /proc available during normal vserver operation? 2 would default to treating the system as a standard system, which would result in the mount failure you see. We could default failure to detect to reporting a chroot being present, which would be safer for vservers, but equally would do the wrong thing on normal systems without /proc being mounted.
