The pam-pkcs11 package build-depends on libldap-2.3-0.  This is wrong;
libldap-2.3-0 is not a -dev package, libldap-2.3-0 was never intended to be
used by other packages external to openldap, and it has now been removed
from testing and unstable due to the transition to openldap 2.4.7.  Please
fix your package to use libldap2-dev, which it should have from the
beginning.
