I double checked. The dependencies produced by dh-systemd_1.11~bpo70.1
is init-system-helpers (>= 1.11~).

Michael S. also changed the version in unstable to use X.XX~ to be more
backport friendly.

In addition, I've checked all packages currently available from bpo, and
they all have a dependency on a i-s-h which is <= 1.11~

Thus closing.
