I guess they have been discontinued because of the insane number of ISO images with 650 MB which would emerge. (I estimate ~ 130 pieces.) The smallest granularity seems to be the ~4.5 GB sized DVD images which are available via Jigdo download: https://cdimage.debian.org/debian-cd/current/amd64/jigdo-dvd/ 21 pieces.
