debian的标准做法是用dpkg-reconfigure locales做图形化配置，或者手工在/etc/default/locale中设定LANG。 ~/.bashrc的特性是对于直接执行的某些程序（例如不继承环境也不启动bash）是无效的。一般在自己的console里面设定自己用的LANG时用这个。
