This is not allowed. /etc/sysctl.conf is a conffile and a package must not modify other packages' conffiles. And the reason why this breaks with Zyxel routers is that the routers are broken. Reassign the bugs against zyxel or something. ;) -- Tollef Fog Heen You Can't Win
