Well, it depends on what you mean by "scope". If you mean all the
effects on what actually happen it might be true. But if scope means
what rules it changes and what effect on documentation it has, these
are different statements. But the context says it is about discussion
about "licensing for documentation" and the quotes around editorial
also give a direct hint about what is meant...
