Did you read the text you quoted?

    Given a .deb, turning the data.tar.gz into foo.md5sums is a SMOP.

(By "SMOP", I meant "simple matter of programming".)

This has nothing to do with writing a file, except writing
/var/lib/dpkg/info/foo.md5sums, which is unavoidable.
