Well, I think, as long as this setting exist, no. With „-1” you can even disable tmp cleaning. So if the admin wishes to change the setting to keep files in /tmp even after reboot, you can’t use tmpfs, even if you don’t have enough space left. You can only print a warning message but not ignore the local configuration.
