This has happened. dbconfig-common, dbconfig-<dbtype> and dbconfig-no-thanks are now in sid, testing and jessie-backports. For those package maintainers that have packages depending on dbconfig-common, now is a good time to remove the dependency on dbconfig-common and add the appropriate dbconfig-<dbtype> | dbconfig-no-thanks dependency instead.
