This patch contains an error (good that I have begun to actually write a dpkg-dev test suite :), [EMAIL PROTECTED]/dpkg--devel--1.13--patch-13 is needed additionally.
Short explanation: ucfirst only makes the first letter uppercase, it doesn't affect any other letters so we should use ucfirst(lc) instead.
