It is in the *roff language, similar to how '' is an opening or closing
quotation mark in TeX.  Just because most of the characters in *roff have
some resemblence to similar characters in normal ASCII text, that doesn't
mean they mean the same thing.  *roff is a formatting language, not ASCII
text with a few special commands, and it's important to be aware of that
while writing in it.

*roff is 33 years old.  It doesn't work the way that it would if it were
designed today.
