I found details of a fix for this problem: http://www.flurble.org/computers/toshset.pl I used this patch http://memebeam.org/free-software/toshiba_acpi/toshiba_acpi-dev_toshiba_test5-linux_2.6.21.patch on the kernel and now toshset works as advertised. Unfortunately this is incompatible with the patch from Jonathan McDowell (noodles) I mentioned earlier http://lkml.org/lkml/2007/10/21/141 but at least the transreflective display can now be used correctly.
