Hello, shortly after reporting this issue the speed is up to normal again. This is something I observed yesterday as well.
On my side I did not notice any change.
For the record: I started observing this around 05:40 CET today (when
my script hit the Debian servers) until roughly 11:30 CET or so today,
when the speed returned to normal).
