why do the notification operations related to copying / moving a file
depend on old packages of kde 4:14?

If I remove these packages (previous release 4:4.14.38): "kate-data

libgpgme++2v5 libkatepartinterfaces4 libkcmutils4 libkde3support4
libkdeclarative5 libkdecore5 libkdesu5 libkdeui5 libkdewebkit5

libkjsembed4 libkmediaplayer4 libknewstuff3-4 libknotifyconfig4

I get these results:
- on notebook: no problem, view the animation of the circle in the system tray
- on desktop: I no longer see the animation in the system tray but a separate
window appears.

Where is the problem?

They do not, otherwise they would be broken for many users.

I do not think any of these kde4-related packages has anything to do
with your problem, but most likely something else is.
Did you compare the list of installed packages on your notebook and on
your desktop to check whether the same KDE/Plasma-related packages are
installed?

Anyway, this is certainly not a problem in the "kio" source, and this
is more like an user support query than a bug report. I recommend you
to ask in our user support channels:
- the debian-...@debian.org mailing list
- the #debian-kde IRC channel on the OFTC IRC network
