Hm, so, do you have the files in the right place? Can you check that the Filename: field for adduser in /mnt/empty/dists/sarge/main/binary-i386/Packages.gz is a valid relative path from /mnt/empty to the adduser .deb? In other words, /mnt/empty/pool/main/a/adduser/adduser_3.53_all.deb should exist. Also, make sure you have wget installed.
