No need to wait. I'm running kernel-image-2.4.20-k7 on my Athlon. You'll only need kernel-headers if you plan on compiling software. Even if you are doing complies I don't believe there's any need for kernel-headers to match the running kernel. Also I don't believe you'll ever see a kernel-headers-2.4.20-k7 package, all the kernels are built from a common source package and will have common headers.
