I am writing an "article" on this and doing research. I currently have a

From early results thus far, it looks as though I may have to go back to
potato or woody to find what changed where. So please, bug me regular to
finish this, as I may stop working on this... I also need to go through
bugs for apt and dpkg to draw a time line with corresponding bugs and
releases.
Someone PLEASE stop me if this has already been done, this is a lot of
work.
