Just an idea. Have you tried explicitly running 'cpufreq-set -g ondemand' and then checking your currently active governor with 'cpufreq-info'? AFAIK, the ondemand governor has been deprecated/abandoned/superseded/whatever for specific (admittedly older) processors.
