According to <https://unix.stackexchange.com/questions/745904/how-does-the-grub-pc-postinstall-script-know-which-device-to-install-to> it uses debconf's database. That page includes instructions for viewing the device and changing it. I can't verify this on my machine, because mine uses UEFI.
