Thanks. One last question, since certain email addresses are more likely to receive more spam than others, is it possible to apply different tests/actions based on the TO address?
Yes (with Declude JunkMail Pro).
You can either use per-user configurations to do that, or you can set up a filter that filters on "ALLRECIPS" (a list of the recipients).
