We also see this working intermittently here, so we are a bit confused. We are wondering if we have the general format wrong?

We just do not know why we see it working sometimes and other times it doesn't???
If it works some of the time, then the option is set up correctly. Most likely, the problem is that you are looking at the From:, Reply-To:, Sender:, or some other header, and seeing the whitelisted address there. Declude JunkMail never looks at those headers; it only looks at the return address (which is in the X-Declude-Sender: header, or the "MAIL FROM" line in the IMail SMTP log file).
