Doesn't matter if you add the extension or not.
The command interpreter will process it properly. However, I make it a habit of added the extension in scripting in case there's a .bat or .cmd file with the same name.
 
For example, you might want to run declude.exe but there might be a file you've added called declude.bat in the same folder.
Depending on the sort order of the command interpreter declude.bat might execute.
