They (SURBL) stopped updating that file in January.
 
 
The sites that still contain the file is most likely a very old file.

Looks like www.surbl.org has about 10 round-robin DNS mirror sites.
Only half actually contains the RBL file used to create the body filter surbl.txt
 
Anyone know anything about this?
 
To test:
ipconfig -flushdns
 
Bring this up in IE. 
 
Repeat 4-5 times
