Kevin.. Why don't you go on eBay and pick up a 1 GHz server (HP or Dell). You can pick up a great server for less than $1000 and buy a 2003 Standard and it will all be less than $2K if not $1500.
Just an idea.. Old servers will do your job and are still an overkill.
