Yes. This is actually a DNS issue, or at least that's where it starts. I noted that both of their DNS servers are on the same class C which is a big no-no. When you have a network outage, it further complicates matters. For instance, most hosts will immediately bounce their E-mail because the domain is not resolvable instead of spooling it until the host is reachable.
