Attaching a revised version of the functional spec. This includes a status 
column which I added to the tables in order to track progress on this JIRA. At 
this point, I believe that I have addressed all of the changes made by JDBC 
4.2. The UnsupportedVetter test now runs cleanly for me on Java 8.

I plan to do more testing and put more effort into improving the build/test 
experience on Java 8. However, I think that this project is ready for 
buddy-testing now.
