Incorrect encoding of derby_tests.policy file on Z/OS

While running the tests on Z/OS most of the tests failed with invalid
authentication. I could run the tests by unjarring the derbyTesting.jar and
then FTPying the derby_tests.policy file in the ascii mode. and then rejarring
again.
