I checked the docs in this release candidate and they look good, for the
most part. (The Japanese PDFs look strange except for the TOC, but that
was true with the last release too; we don't seem to have provided the
Japanese & Portuguese docs before that. Perhaps it's more a reader
problem than a generation problem, I don't know.)
So from the docs perspective,

10.2.4.0 is a bugfix vehicle, distinguished from the previous 10.4.1.3
release as follows:
1) It includes a number of bugfixes (including documentation
improvements) summarized in the release notes.
2) It includes translations for error messages introduced in 10.4.1.3
The regression tests ran cleanly for me against the candidate's jar files.
Thanks to everyone who prepped this release, especially for the help in
porting bugfixes and documentation improvements.
