I'll work on a test case for this issue and run the patch through regression 
tests.  I wouldn't  think a lock timeout wouldn't be a transaction level error 
but a deadlock would be.

It makes sense that the connection is needed to retrieve the error message 
text, but clearly someone at some point thought it was important not to let 
anything happen on this connection until the transaction was cleaned up.  It 
would be good to understand the scenarios for which this this code was
