Try runing:
` dbus-send --system --print-reply --dest="org.freedesktop.Hal" 
/org/freedesktop/Hal/devices/computer 
org.freedesktop.Hal.Device.SystemPowerManagement.Suspend int32:0 `

and see what happens .

If it doesn't work then I should say that the problem is in hal and not
in gnome-power-manager ( Since gpm runs the correct command but the
command is the problem)
