Public bug reported:

In Gnome Classic mode using Ubuntu 12.04 64 bit, top and bottom panels
closes unexpectedly. I can't tell how often this is but currently I
observed this behaviour on 3 different machines by 2 different users.

Opening terminal with CTRL+ALT+T and entering gnome-panel command,
brings panels back.
