Looks like that the menu is not displayed at all with a "naked" panel.
As i get back this menu after having recustomized the panel: adding (
right-click -> add to panel) "complete notification applet" &
"notification area applet".

So its an incomplete design; every app should deal by default with such
config.

Bug description:
  Using Calc on Quantal i386 (dist-upgrade from PP):

  - Since the last bug #1044657  &  bug #1062786 fixes, everything was fine
  - but i got a corrupted .config folder, so i've let QQ to recreate a clean one
  - that is where the missing menu have reappeared when logged as gnome-classic
  - reinstalling and/or reconfiguring libreoffice did not solve that issue.

  Logged as GS, for example, Calc has the menu bar. That is on a
  standard QQ installation.
