Generally, we should put the skin generation in a plugin just like the
dispatcher.
There are not only some skin oriented targets (targets/skins.xml) to remove
from the core, but also :
- the skin directory,
- the specific location maps in webapps (locationmap-skinconf.xml,
locationmap-skins.xml...)
- and certainly other files I forget.
