Ant 1.6 might introduce problems, but 1.5.4 shouldn't. Thing is, 1.5.3 is KNOWN to be
incompatible with some of JDK 1.4's tools. If we leave this until 1.1 we'd be
releasing a version which is known to be broken. I'm pretty sure most users would be
using JDK1.4 by now.

Description:
When using maven 1.0-rc2 with JDK1.4.2, the javah task doesn't work. I traced this to
the version of ant which is specified in maven's forehead.conf - when I changed this
from 1.5.3-1 to 1.5.4 it worked.
