It looks as if it might be useful even if you don't have to specify the encoding and maybe even for other tasks supporting filterchains. This filter would also allow you to use it as a custom filter to "fix" Ant 1.5 or whatever and to control whether you need it or not (if you have unencoded 8 bit characters you are violating the property file format and should expect loadproperties to fail 8-).
