Basically yes. I think I may be approaching this from the wrong side. My
question should be: in any item in a Writer document, how can I see if it was
deleted or added when the document is recording the changes? I noticed that all
deleted footnote references get a ReferenceId 0 (zero). Is there an overview of
how e.g. text, numbered lists, outline numbers etc get "tagged" when they are
removed?

Well, other than what I've mentioned and are zero refenence as you say, I've no idea.

But I'm sure others will ...
