I don't understand.  What's the question?

Restating:
 * "commit@" (a separate ML) is fine
 * "issues@" combines redundant messages (i.e. zero information
    content if they duplicate what can be deduced from "commit@")
    with (useful) messages relayed from comments posted by
    humans.

I propose to add (Gary's naming)
 * botsink@ to collect bot-generated content.

For those of you who are happy to get everything, nothing would
change (apart from a one-time action to subscribe to "botsink@").
For people like me, it's saving tons of mails that won't be send
anymore.
