There may be confusion for some with this naming convension because when looking in the /translations/ folder for examples the naming convension is to use the underscore , such as :- tabs_es.xml menu_es.xml So trying to use index_es.xml would seem to be the natural course of action. I believe naming standards are being reviewed ? As Juan stated, using index.es.xml does work, have you now tried this sjuir ? Should this issue now be closed.
