If you still want to do that, then it would be a fantastic thing for Forrest.
How can we proceed?

If you cannot just commit it under the terms of your own
Individual Contributor License Agreement (ICLA)
http://www.apache.org/licenses/#clas
or do not have time, then another approach would be that you
or your colleague add the skin to a JIRA issue tracker
http://forrest.apache.org/issues.html
and send in their own ICLA to cover the contribution.

Some other Forrest committer could then add the contribution.

Alternatively as suggested below, your colleague could become
a Forrest committer.

Another alternative is to describe any tips and tricks
that your team needed to do to get this to happen. Then another
Forrest committer could create the new skin.
