Security Realm with more than one LoginModule does not function as expected

I have created a security realm consisting two login modules. I have set the
control-flag as "REQUIRED" on both the login modules. The second login module
is supposed to be invoked whether or not the first one succeeds. But the second
login module is not invoked when the first one fails.
